Congress Legislation Guidance & Examples
When drafting Student Congress legislation, please refer to the guidance below, from the FGCCFL Student Congress Manual. Examples are also provided for your review.
Legislation Templates
Legislation for FGCCFL tournaments should be written using the FGCCFL legislation templates, which may be downloaded from the Congress page. “Using” a template means downloading it, opening it in a word processor (Microsoft Word, Pages, Google Docs, etc.), and editing the document by typing over the highlighted guide text with your own content. The finished product should then be saved in Microsoft Word format, reviewed for content and style, and uploaded to Tabroom.
Advance Review
Coaches only may have their legislation reviewed by the Congress Coordinator, Josh Schneider, by e-mailing it to him at the address shown in the tournament invitation. (Please be sure that the legislation is attached as a file, not as a Google or OneDrive link.) Please allow 48 hours for a response.
October 2022 Tournament
FGCCFL’s first tournament of the season will be held on 8 October 2022 at Patel High School in Tampa. Registration (coaches only) will be on Tabroom; the deadline is 29 September 30 September.
Electronic Balloting Guide
FGCCFL has created an electronic balloting guide with instructions for completing Speech, Congress, and Debate ballots on Tabroom. Thanks to Jennifer Bell of Wharton High School for putting this guide together.
Judge Instructions
Updated instructions for judges at FGCCFL Online Tournaments are now available for download. These instructions pertain to both NSDA Campus and Tabroom electronic ballots.
REMINDER: Judges must ensure that they have the necessary equipment, including camera, Chrome browser (Microsoft Edge is currently 100% compatible), and reliable internet connection.

Videos of the online judge trainings held October 3 are now available on the new Judge Training page. Judge “cheat sheets” for the rest of 2020 and IE rules/criteria have also been posted.
